QUALIFICATIONS/EXPERIENCE:
Joan Oliver's career as a grant writer grew from experience at the New
York State Department of Education, as Associate in Education Planning
and Evaluation where she administered $8.9 million in federal K-12 educational
programs. In that position, she routinely reviewed and ranked proposals
and budgets for grants programs statewide. That experience as a grant
manager, in combination with graduate education in research, is the foundation
of her grant writing experience. She crafted an award winning, nationally
acknowledged service-learning program, served as a New York representative
to the U.S. Department of Education, and authored over $9 million in grant
funds. She holds a master's degree in library and information science
and is a nationally recognized artist.
EDUCATION
& SPECIALIZED TRAINING:
In addition to holding a MLS from SUNY Albany, Ms. Oliver trained with
the Grantsmanship Center and the Foundation Center in advanced proposal
development. Ms. Oliver operated the Adams Street Gallery from 2000 to
2002, a for-profit gallery representing regional artists. She is a member
of the Arts Center of the Capital Region and the Albany Center Galleries,
and has been affiliated with the Lake Placid Center for the Arts, Lee
County Alliance of the Arts (Fort Myers, FL) and Cambridge Art Association
in MA.

1. Capital Repertory Theatre, Albany NY; 2006 - current. Handles
all phases of grants procurement.

of grants procurement.

procurement. Secured $1.3 million since contract inception.

as a volunteer.
FEE:
$100/hour; $75/hour when retained for a minimum of four months. No cost
for initial consultation. Special project rates. Travel costs outside
the New York Capital Region.
